Painters in Fuengirola: from the rental flat to the block with no community
Painting flats, houses, facades and stairwells across the municipality of Fuengirola. Before the tin is opened, what matters here is who decides: a house is decided differently from a block with its owners’ meeting, and differently again from a block of flats with no community of owners, where each owner goes their own way.
From the centre to Los Boliches, Torreblanca, El Boquetillo, Carvajal.
What gets painted most in a town of flats
Each of these jobs has a page explaining it in depth, with what is common to the whole Costa del Sol.
Painting a flat or house
Getting a whole flat or apartment ready between one tenant and the next.
Gotelé removal
For taking the gotelé texture off the walls and leaving them smooth before the new paint.
Cost of painting a flat
Before asking for figures: what pushes the price of a flat up or down.
Facades
For the outside face of a house or a block, from the render to the colour.
Facade repair
For the hairline cracks, flaking and loose render that need fixing before painting.
Communities of owners
For the stairs, landings and courtyards of a block with its residents’ meeting.
Fuengirola’s ITE: at 50, with a fee
The ITE, Fuengirola’s periodic building inspection (Inspección Técnica de Edificios), is set out here following what the councillor for planning said in November 2023, when the council required it from buildings dating from 1972 or earlier. For this year’s deadlines and fee, the reference is the electronic office.
The inspection is a technical examination of the building that reports on its state of repair, its accessibility and its energy certification. The councillor compared it to the MOT for cars: it is due at 50 years and, once the report is favourable, every ten.
The report is written by an architect or a technical architect chosen by the owners, and carries a municipal fee that was then 73 euros. If the professional submits it, it goes through the electronic office; if the owner does, through the council’s registry. The electronic office also holds the report template and the bylaw that governs it.
207 buildings notified, three ways to decide on a facade
In that campaign the council notified 207 buildings, and the councillor broke them down by type. The split also helps to see who has to say yes when it is time to paint.

Blocks with a community of owners
The notice went through the community’s administrator or its president.
The facade, the entrance or the stairwell are decided at the owners’ meeting. The quote has to be readable at that meeting, item by item, so the vote is taken with everything on the table.

Blocks of flats with no community
With no community in place, the notice went to each flat owner.
Nobody decides for everyone. Painting the facade of a block like this means getting every owner to agree, and if the works affect third parties, the declaración responsable asks for their authorisation.
138
Detached and single-family houses
Each owner received their own.
Here one person decides: the ITE and painting the facade can be planned at the same time, without waiting to bring anyone else on board.

Minor works by declaración responsable
In December 2019 the town council unanimously approved changing the bylaw on the declaración responsable (the owner’s own written statement that the works comply) so that minor works could start on a prior declaration, without waiting for a licence. When presenting it, the council set it out as simple works or repairs under 30,000 euros, excluding VAT, even when they affect third parties, in which case their authorisation has to be provided.
There were no objections, and final approval appeared in the Málaga provincial gazette (BOP) on 2 April 2020. Since then, the forms are downloaded and submitted on the council’s electronic office.
The declaration does not mean paying nothing: according to the councillor for planning, municipal fees and taxes must always be paid before starting. Among the papers listed when it was first approved are the quote for the job, the land registry reference or the latest IBI (property tax) receipt, a photograph of the affected area and proof of payment.
In return for the speed, the council checks afterwards that what is being done matches what was declared. These are rules from 2019 and 2020: before any particular job, check the current version of the bylaw on the electronic office.
Before painting in Fuengirola
Is your building over 50?
If the block dates from the 1970s or earlier, ask the planning department whether its ITE has been submitted. A report that calls for works changes the order of the job: first what it asks for, then the paint.
No community? Talk to everyone
In a block of flats with no community of owners set up, the facade belongs to all the owners at once. Before asking for a quote, it pays to know who they are and whether they agree.
The declaration, with its quote
The declaración responsable goes in with the quote for the job, among other papers. A written, itemised one serves both purposes: to decide and to file.
